Shri Ram Janmabhoomi Teerth Kshetra Trust Mismanagement Issues.
(Chapter 2)
Shri Ram Janmabhoomi Trust has exposed something that every lawyer in India knows. Inadequacy of laws relating to charities and NGOs that are noncommercial entities. The allegation of theft from donations have been investigated and found correct by Police. 8 persons have been arrested and about ₹90 lakh have been recovered.
Chapter 1 of this article on this subject was published on 24 June 2026. Since then the story has moved fast and every development has confirmed the original diagnosis.
An honest manager who failed through negligence resigns when the facts emerge. He does not wait for the arrest warrant. Those in charge were waiting for last ten days. This itself was the confession.
We have been told that Champat Rai and Anil Mishra have resigned but no official source has confirmed it. If Champat Rai had not resigned the following notice at the gate of the temple will help the visitors:
Donation money is subject to Champat risk of management. Please donate carefully, after evaluating the risk. The trustees are old, tired and have no energy to care. They trust Champat and his feet touching followers.
The message sums up the problem. The police checked the 40 days CCTV footage and found over 70 instances of theft. It means that no one was looking at the footage. Recovery of money corroborated the allegations. What was Champat Rai doing? As per reports, he along with police recovered 10 lakh from an employee’s home but refused to register a FIR with police to initiate the investigation. FIR was lodged when pressure mounted. Not out of duty to prevent crime. Not out of instinct to protect the property under trust. What were the trustees doing?
The Kingdom and its Keys
Trustees trusted Champat, the General Secretary who was CEO of the entire operation. Champat Rai trusted his own lieutenants like Ram Shankar Yadav alias Tinnu. This Tinnu Yadav is under arrest now. He had all the keys of temple including that of donation boxes which he handed to police on TV camera. Why he had keys? Who is he? What is his designation and duties? Was he not the driver of Champat Rai? How he became manager of entire donation funds?
If a driver held the keys to every donation box in the most visited religious site on earth, every other security failure in this case becomes a footnote.
There are allegations that Tinnu Yadav owns 50 three wheelers and has financed another 50 across Ayodhya. Unverified. But a former driver with a fleet of hundred vehicles in a city where he works is not invisible. Someone should have noticed.
There are also allegations, unverified, that contracts for vending and supplies around the temple were doled out without public tenders. The absence of tender bids is a fact. The motive behind it is an allegation.
Symbolically Champat Rai lives in a house called Bharat Niwas. Named after the one person who ruled an entire kingdom in trust for 12 years without any complaint. It failed to inspire him.

The Trust
The trust deed is not public. It is registered in Book 4 of the Registrar under the Registration Act, which pertains to Other documents. Only a specific beneficiary can inspect it. The general public is excluded.
An institution funded by the faith of millions operates under a deed those millions cannot read. That was the original sin. Everything that followed, the nepotism, the missing footage, the keys in Tinnu’s pocket, was made possible on day one when the deed went into Book 4 and stayed there. Uttar Pradesh has no Charity Commissioner, no oversight law for religious trusts. The Janmabhoomi Trust is a purely contractual matter among its trustees, accountable to nobody until a court orders otherwise under Section 92 of the Civil Procedure Code, which takes years.
This was beginning of the problem. An institution mired in secrecy, functions on secret norms, gives secret authority to its functionaries. No wonder it ends up on a path of criminal activities. Its path was laid down on day one.
VIP Darshan
By the term of the trust deed, The District Manager is a member of trust only to assist the trustees. It has no right to vote. That makes trust and implicitly Champat Rai above District Magistrate.
A VIP pass to Ram Janmabhoomi is social currency in a country where crores of devotees could not get darshan for months. Hundreds of thousands are in queue, daily, outside the temple. Whoever controlled that pass controlled something more valuable than cash in many transactions. Our guess is that it could open any public office anywhere in the country.
The Resignations
According to some media reports, Champat Rai and Anil Mishra have resigned from the position of trustee. Some media reports deny it.
Generally a trustee cannot be removed by the government that created the trust, cannot be removed by the VHP that nominated them, cannot be removed by Chief Minister Yogi, cannot be removed by anyone except a court exercising power under section 92 of Civil Procedure Code on an application made by 2 persons interested in the trust or are its beneficiary. Here it includes Hindu followers and members of public. But that can only happen after a few years of hearings. That is normal.
Champat and company knew this. The resignation was the one thing nobody could force and therefore the one thing they held as their last card. Instead they started a public relation campaign.
The Poverty Campaign
Before the arrests, a YouTuber was showing Champat Rai’s ancestral home, pointing to its old wooden roof and a fallen portion as evidence of his simplicity. She had it exactly backwards. A 150-year-old wooden roof in immaculate condition is not poverty. It is an expensive maintenance.
Concrete roof has a lifespan of 50 years. The old wooden technology has lifespan of about 20 years. From the immaculate condition of roof it must have been reconstructed in last ten years or so. It is expensive. It is like maintaining a vintage car. Ordinary people can’t afford to do it. Only Champat Rai can afford to maintain his 150-years-old house in immaculately same condition as his great great grandfather build it.
Criminal Negligence
Negligence depends upon the knowledge of a person. A person coming from a middle class salaried family is not expected to be expert in cash handling. Knowing it is not rocket science. Give a person a wad of hundred notes and ask him to count. The way he counts, tells his background. People habitual in handling in cash can count like bank cashiers. It is a different matter that now banks use electronic counting machines.
The ancestral house shows that 150 years back Champat family must be the richest or among the richest people of his hometown to afford such a house. If the Champat Rai is from a family of old money, his mishandling can not be treated as naivety, as is being pleaded by many section. It is criminal negligence.
We are not insinuating that Champat Rai misappropriated the money from temple. We merely assert that Champat was blinded by power and was intoxicated by the effect of huge followers who would come down and bow and touch his feet where ever he went around in and out of Ayodhya.
The Wind Changed
The VHP global president called for strict action after his representative Virendra had stonewalled on India TV just days earlier. Organizations do not change position because they found new facts. They change position because they found new pressure. Champat Rai and Anil Mishra were told they were on their own. Only then did they go.
This is the iqbal of Yogi Adityanath. He is the only person whom the VHP cannot pressure. Gorakhnath Math is older than the VHP. When the Trust came to Yogi requesting an SIT, thinking they were controlling the inquiry, they handed the rope to the one man in UP politics who owed them nothing and could not be leaned on.
The Future
For the legal reasons, not being stated in detail here, this problem can not be solved under existing laws. At the same time the government wanted the Shri Ram Janmabhoomi Trust to be beyond the control of Government of the day. Yet the Government of the day came to the rescue. The Central Government has wisely stayed away.
It will be interesting to watch out to see how Yogi Maharaj finds an innovative way to handle the situation and transform the management. He generally finds the way.
